## Summary

Asserts strict inequality (`!==`) between `actual` and `expected`.

## Signature

## Example

```ts
assert.notEqual(response.status, 404)
```

## Params

### actual

The value produced by the code under test.

### expected

The value that `actual` must not equal.

### message

Optional failure message.
